- Abstract:
- This research introduces the idea of time discounting into prison population analysis, that is how prisoners view the future. It is a common notion in public policy that incarcerated individuals, while serving their time in prison, are hopefully subject to a change of some sort: specifically, that of being rehabilitated and ready to re-join society. We can hypothesize then that one of the individual traits which is presumably altered by a successful rehabilitation program is a person’s time discount. From a public policy standpoint, it is reasonable to expect that incarcerated individuals who have successfully been prepared for re-entry will have had their individual time discounting rate minimized by participation in educational, religious, vocational and other on-site programs. But are these programs effective, especially in the light of deterioration of public and governmental institutions in the aftermath of dissolution of Soviet Union? To gain a better understanding of gender differences of rehabilitation programs and their effectiveness, the questionnaire was administered among Ukrainian prisons’ population in the course of summer 2006. The analysis of the data then points out certain parameters that facilitate, and those that hinder, the extension of the time horizon for the prisoners.
